The Association first supported a zoning change for this property in 2019 that authorized the construction of a 4-story building (3 stories of rental apartments above a ground-floor lobby, parking garage, and 2 small retail spaces). This change required the preservation of the historic terra cotta facade of this 6-storefront building. The COVID pandemic produced delays in financing, and there have been additional delays in both permitting and financing.
The property owner now seeks a zoning change in order to allow for an additional floor of rental apartments (i.e., a 5-story building, with 4 floors of rental apartments above the ground floor). He believes this will make financing possible and will guarantee that future revenue will justify the cost of construction. No other changes are proposed to the previously approved plans, including the number of car and bicycle parking spots on the main floor behind the lobby. The zoning designation would remain B2-3; the change would be to the "Type 1" limitation that currently restricts the new construction to the previously proposed 30 unit building. A change to the "Type 1" limitations would allow the newly proposed 40 unit building.
The property owner has completed construction of two 5-story buildings on Lincoln Avenue to the east of our neighborhood, and would now like to do the same at this location.
The additional size of the building would increase the number of affordable units provided from 3 to 6.
